The ambassadors, appointed by UCLG Africa, are project leaders on the continent. They contribute to the process of creating the African Capitals of Culture and are representatives of the 5 regions of the continent as well as of the diaspora.


Emma Vidal graduated from the University of Quebec in Montreal (Canada) where she earned a Master's degree in International Development, specializing in Tourism. She’s passionate about improving tourism, cultural promotion, and reproductive health throughout the African continent. After working two years at the French Development Agency (AFD) in Paris and also in Dakar, she’s currently the Project Manager of the African Network for Health Education in Dakar (NGO RAES) and supports the improvement of family planning throughout West Africa. Emma Vidal, a 26-year-old Franco-Nigerienne, is a citizen of the world. She has lived in Africa (5 years in Senegal, 5 years in Ivory Coast, and 3 years in Cameroon), France, and Canada with each of these different cultures shaping the individual she is today. Emma is also the Vice President of the Alumni Association of the Lycée Français de Yaoundé (ALFY) in Cameroon, which is a worldwide network of alumni who mentor high school students to support their academic and personal development into model young professionals and create a network in the world.

Anglophone West Africa

Abigail Baciara Bentie holds an MA in international relations and diplomacy and Certified by the Global diplomatic forum as a young diplomat in July 2019. She also obtained a BA in integrated community development from the university of development studies, Ghana in 2014. In October 2014, Abigail Baciara Bentie was crowned winner of Ghana’s Most Beautiful pageant and also represented Ghana in Egypt 2015 Top model of the world Contest. She was awarded the Outstanding Beauty Queen in the year 2018 by the Ghana Outstanding Women’s Awards for her continuous commitment to developing the country and empowering women. Abigail Baciara Bentie is a Philanthropist. She is the founder of Malol-lol Ghana foundation (NGO) registered under the National Youth Authority, a New leader of Crans Montana Forum and also Actionaid Ghana’s End child marriage national ambassador from 2016 to 2018 during which as project ambassador she helped rescue 187 girls from Child marriage.

East Africa

Deraso Dokhole is a co-founder of Highway Education a Canadian-Kenyan organization that functions in Kenya and Somalia , founder of a day as a refugee which focuses on refugee education, Legal adviser and head of women programs at WEP Kenya. She is a certified professional mediator under the Kenyan courts, a lawyer and finally a certified young diplomat under the Young Diplomatic forum. She has been able to work with refugees around East Africa and conducted refugee research in Scotland ( Scottish Refugee Council) and Washington DC ( The George Washington university). Recently appointed to present on refugee protection at The African Union The 8th high level dialogue theme on refugees.


Saida Toueinsi from Mauritania, resident in Nouakchott, yali alumni (Yali Regional Leadership Centre), painter, leader, entrepreneur, joyful Hand Ball peace Ambassador, economist, moderator and animator a several Art workshops and youths National and international Seminars. She’s also active in civil society and the cultural and voluntary Field, teacher of plastic art in the Institute for Technical Training and Marketing in Nouakchott. Saida is an executive director of the Mauritania Young Talents Association and a new future class leader 2019 by Crans Montana forum). Member and peace ambassador of the international federation for the universal peace, she gets a certificate in English Language Study in the Access Micro-Scholarship Program 2011 by us embassy, holder of a license in Finance Accounting, a higher Degree in Accounting and Management and a certificate in Leadership and Civic Engagement(on Cesag and west African research center). She speaks Arabic, French, English and some African dialects such as Wolof.

Southern Africa

Emmanuelle Tshala is a student at the University of Cape Town studying towards a Bachelor of Social Sciences in Gender Studies and Politics & Governance. She is an alumni of the Young Diplomats Forum and her key interests include International Relations, Policy- making and how they affect women and children across the African continent Emmanuelle Tshala was the community service co-ordinator for an organisation called Students for Law and Social Justice, where she co-ordinated free legal referral clinics for disadvantaged communities in Cape Town. In addition to this she worked as a legal consulted at the University of Cape Town's Refugee Clinic. She is currently the head of marketing and public relations for the Advanced Leadership Academy, a centre of learning that aims to raise leaders of a high moral and intellectual standard. Her passion for social justice displays itself in her work as Lead Advocate for Reduced Inequalities under an organisation called Work Merit South Africa. She has recently started an NPO called ProjectxFemme, an organisation that aims to empower young women and provide them with access to resources and opportunities.


Mr Tchoungui Frederik has a Master degree in Geopolitics and International relations. He is been Awarded, Young diplomatic leader by the World Diplomatic Forum. Passionate about Geopolitics, is currently doing a PHD research. He is the president of a circle of young entrepreneurs @CERCLEJERAA that helps young people to develop their businesses by finding support and also the young children by financing their studies through the project "One hive one child" in sub-Saharan Africa. He published his first book "Out of my comfort zone" which talk about the difficulties of harmonization between different cultures of the world without an open mind. Tchoungui Frederik is the only foreigner to hold a position in the state of Virginia in the Democratic Party for presidential elections in 2016 in the program Hillary Clinton For America, He was in charge of relations of the lobbies and international partners. He was He was also involve in the cabinet of the governor of Virginia(US) as a political associate in the Program Ralph Northam For Virginia. He was awarded "New Leader of his generation" by the Crans Montana Forum in 2018. He has found Young generation without complex” To emporwer the youth be engage in Politic and social activism. When He was in US, he collaborate with the mouvement Black lives Matter.
